2) state / Union territories goods and service tax for state government and union territories

Because of GST council it become easy to maintain central state relation. it consists finance minister of India, Finance ministers or Taxation ministers of all state. 
Introduction of The PAN base TIN number become significant. GST has a Four Tier tax system 
Transparency is one of the most important feature of the GST. Because of it some essential goods become cheaper and also some goods do no come under Goods and service tax.
Act also provides compensation if any state suffer the loss in revenue due to GST for 5 Years
